Naval Shipyard Infrastructure Optimization Plan (SIOP), Phase I

Location: Naval Shipyards at Pearl Harbor, Hawai‘i; Portsmouth, New Hampshire; Norfolk, Virginia; and Bremerton, Washington

The award-winning special planning study developed as part of the Navy's Strategic Plan for addressing shore infrastructure deficiencies at the Navy's four public shipyards. The plan was submitted as part of a Report to Congress in February 2018. Based on that report, the Navy authorized the creation of the Shipyard Infrastructure Optimization Program Management Office (PMS 555) for overseeing a 20-year, approximately $21 billion investment to modernize the shipyards.
