Incorporating urban design best practices, HHF Planners developed a master plan for the “downtown” of Fleet Activities, Yokosuka, Japan, which supports military personnel and families on and around the largest U.S. overseas naval installation. Following comprehensive data gathering and analysis, HHF formulated a range of redevelopment/reuse concepts for the 30-acre mixed-use downtown to enhance the area’s sense of place, attractiveness, and safe and efficient movement of people and vehicles. Input from the military community was important in shaping the approach to issues, preferences, and planning challenges. HHF actively engaged stakeholders through interviews, surveys, and participation in a two-day planning workshop.
HHF also concentrated on mid- to long-term opportunities to redevelop the retail heart of Yokosuka by consolidating the Navy Exchange and Commissary into a shared two-story building with adequate and convenient parking and outdoor multiuse spaces. The Phasing Plan was vital since the existing major retail on the site must remain operational during construction. To assist Base leadership in gaining support and funding for implementation, an illustrative brochure was a key product.
