The Roman Catholic Church in Hawai‘i, St. Augustine By-The-Sea Church

HHF Planners (HHF) completed environmental documentation and land use approvals for the Roman Catholic Church in Hawai‘i to allow the St. Augustine by-the-Sea Church in Waikīkī implement master plan improvements that included a new St. Damien Museum and multi-purpose building to replace their existing parish hall. Conceptual landscape plans were also developed to support the architect’s design plans. HHF’s notable actions contributing to this project for the St. Augustine by-the-Sea Church included:

  • Effectively coordinating with the State Historic Preservation Division, Waikīkī lineal descendants, and the O‘ahu Island Burial to complete subsurface testing for burials present within the site and developing acceptable mitigation measures.
  • Successfully obtaining an approved burial treatment plan from the O‘ahu Island Burial Council in timely manner;
  • Effectively coordinating with government agencies and the community to obtain land use entitlements.

An Environmental Assessment was prepared and processed for this project that included consultations with the community and various government agencies. Discretionary land use entitlements are also being obtained for the Church consisting of a City Special Management Area Use Permit, Waikīkī Special District Permit (Major); and Conditional Use Permit. Effective coordination with the Church, architect, and subconsultant team was implemented to manage the various work tasks and guide them through the environmental and permitting process.
