HHF led a team to prepare the comprehensive update of the City’s Primary Urban Center Development Plan. The planning process included extensive community workshops, charrettes and Neighborhood Board presentations. The plan, now in its public draft review stage, addresses the needs of what is defined as Honolulu’s “stable neighborhoods,” neighborhoods not expected to change much over the next twenty years, and two “special improvement areas,’ (Honolulu and Pearl Harbor) where growth and change are likely to occur. Within this framework, specific recommendations are made to strengthen the tie between land use and transportation. For example, transit oriented design is encouraged along major corridors within the City Center. A comprehensive network of bikeways and pedestrian ways were identified throughout the planning area. Within the stable areas, traffic-calming treatments were recommended to increase the livability of neighborhood streets and minimize the effects of regional traffic “shortcutting.”
