HHF Planners prepared both the April 2005 and April 2009 Second Edition of the Design Guidelines & Evaluation Criteria for Memorials.

These guidelines and criteria provide CNRH with tools for selecting memorials that will enhance historic properties and the environment and that will be maintained in good condition over time.

The Second Edition incorporates the 2006 Public Law 109-163, which mandates the use of these guidelines and criteria for any memorial at Pearl Harbor Naval Complex associated with the December 7, 1941, attack on Pearl Harbor.

The April 2009 Second Edition also includes the following updates:

  • Supplementary details to clarify the memorials implementation process based on the experience of using the earlier document
  • New and revised laws and agreements
  • Potential memorials sites and design guidelines that reflect current existing conditions
  • A visual appendix of existing memorials within the Pearl Harbor Naval Complex
