HHF Planners led a multidisciplinary team to identify feasible options for upgrading the U.S. Marine Corps Forces, Pacific (MARFORPAC) headquarters complex at Camp H.M. Smith. Considerations included impacts to historically significant World War II and Cold War buildings; efficiency and security of operational activities within former hospital facilities; mission-critical functions requiring turnkey replacement facilities; and limited swing space and project area development opportunities.

The HHF team developed three feasible options for the total requirement of 380,000 square feet, each representing a different combination of reuse and new construction. These options were supported with descriptive narratives, rendered three-dimensional images, rough order-of-magnitude costs, conceptual space layouts and construction phasing, and design guidelines. The preferred option now serves as the basis for a schematic design, preparation of an Environmental Assessment, and MILCON programming.
