Insular ABCs Facility Assessments

HHF conducted facility condition assessments for all public schools in the four US insular areas (Guam, CNMI, American Samoa and US Virgin Islands) in support of DOI/OIA’s strategic plan goal to improve quality of life in the insular areas. This was the second phase of the Insular ABCs (All Buildings and Classrooms) initiative involving deployment of a facility information management system and a team of subject matter experts to identify and prioritize capital improvement needs for the insular public schools.

Phase 2 inspections included physical condition assessments of over 1,600 buildings at 115 schools in the insular areas, as well as energy audits and Indoor Environmental Quality assessments for each of the schools.

As a part of the school assessments HHF incorporated soil, flood, and tsunami hazard assessment, important risk factors in capital improvement planning, to better inform school district repair and redevelopment investment plans.
