Waialae Kahala Bicycle Staging Area Site Selection Study, Landscape Site Plan, & Environmental Assessment

Helber Hastert & Fee, Planners (HHF) worked closely with the Waialae-Kahala Bicycle Staging Area Community Advisory Committee and governmental organization representatives in designing, implementing and documenting a site selection process for Honolulu’s first bicycle staging area. The bicycle staging area is envisioned as a park-like facility that provides vehicle and bicycle parking, a comfort station, and picnic areas designed to support people engaging in bicycling activities.

The study involved three primary tasks:

  1. Planning analysis of the necessary facility requirements.
  2. Site selection process, involving a systematic identification and evaluation of possible sites within the study area.
  3. Conceptual plans and cost estimates for the most promising sites.

In addition to the Site Selection Study, HHF prepared the Landscape Site Plan for the Bicycle Staging Area. The Landscape Site Plan included the preparation of landscape construction plans and relevant details and specifications to convey the design intent for the plantings and irrigation as well as the paving and site furnishings. Lastly, HHF completed an Environmental Assessment to support multiple permit requests for the Bicycle Staging Area pursuant to Chapter 343 of the Hawaii Revised Statutes.

Special Project Issues:

  • Established a project-specific Community Advisory Committee.
  • Integrated numerous community organizations, governmental agencies, and elected officials into the process.
  • Facilitated joint-use agreement for City and County project on State-owned land (University of Hawaii).
