Polaris Point Wharf Improvements EA

HHF prepared the COMNAVMARIANAS Waterfront Functional Plan that identified the need for improvements at Alpha and Bravo Wharves at Polaris Point, Apra Harbor Naval Complex to meet projected (FY2010) ship loading. HHF is preparing the NEPA Environmental Assessment (EA) for the improvements (MILCON P-431).

A new class of submarine (SSGN) will be berthed at Polaris Point, Apra Harbor, beginning in FY2007. It is longer and has a greater navigational draft than existing homeport submarines at Apra Harbor. To meet the requirements of the SSGN, the Proposed Action includes an extension to Bravo Wharf and construction dredging in the Apra Harbor. Dredged material would be provided directly to the Government of Guam (GOVGUAM). Other improvements at Alpha and Bravo Wharves would provide necessary upgrades to utilities, fire protection, lightning protection, and communication and safety systems.

Alternatives considered included the demolition and reconstruction of Alpha and Bravo Wharves at Polaris Point, a dredged material disposal alternative, and the No Action Alternative. Instead of giving the dredged material directly to GOVGUAM, the alternative would transport the material to a Navy confined disposal facility on Navy land for drying. Ultimately the dried material would be available for reuse.

HHF oversaw a marine survey of the proposed dredged area. The EA also addressed marine water quality, the physical and chemical characteristics of the dredged material, CDF design, and environmental risk assessment associated with dredged material handling and disposal.

The primary issue was anticipated impacts to live coral during construction dredging activity in the Harbor. The EA process includes development of a mitigation plan for coral loss in consultation with Federal and local government agencies. Project Status: Preparing Draft EA; expected completion 2005.
