Pearl Harbor Naval Complex Integrated Natural Resources Management Plan (INRMP)

Client: Pacific Division, Naval Facilities Engineering Command
The Pearl Harbor Naval Complex INRMP covered most areas within the Pearl Harbor Naval Complex. The principal area of study included waters and intertidal areas of Pearl Harbor. The INRMP project also included the preparation of a National Environmental Policy Act environmental assessment and finding of no significant impact.
The INRMP established specific natural resource management goals and objectives, time frames, and budgets for proposed actions. The plans are to be updated every five years.
Objectives of the plan include development and implementation of an ecosystem-based conservation program that:
- Provides a baseline source of natural resource information;
- Provides the basis for formulating a Navy natural resources budget;
- Provides for conservation and rehabilitation of natural resources in a manner that is consistent with the Navy’s mission;
- Integrates and coordinates natural resources management activities;
- Provides for sustainable multi-purpose uses of natural resources;
- Provides for public access for use of natural resources, subject to safety and military security considerations
