Guam Integrated Military Development Plan – Joint Guam Development Group

Helber Hastert & Fee, Planners prepared a feasibility study that evaluates the potential to accommodate a proposed military buildup on Guam to meet U.S. Pacific Command (USPACOM) intitiatives in the Pacific that include:

  1. relocation of U.S. Marine Corps (USMC) ground and air assets from Okinawa
  2. modernization of the Navy port to support existing and future homeports (e.g., submarines, combat logistic ships, littoral warfare ships, and high-speed transport vehicles) and transient ships (e.g., CVN, SSGN, and surface combatants)
  3. development of an Intelligence, Surveillance, and Reconnaissance (ISR) and Strike hub at Andersen AFB; and
  4. maintaining a robust logistics hub in the Western Pacific to support USPACOM requirements.

Objectives of the project were to:

  1. verify the general facility requirements of the notional force structure list
  2. evaluate existing opportunities and constraints on Guam
  3. analyze alternative basing solutions and joint basing options
  4. identify potential impacts to military and civilian communities, and
  5. study the carrying capacity of various utility systems to meet future requirements on Guam.

The GIMDP identified notional plans to accommodate the relocation of USMC units to Guam, and recommended an approach to meet all individual qualification training requirements on Guam, as well as a significant portion of unit training requirements. The plan incorporated Air Force, Navy, and U.S. Army requirements for future missions, and is the basis for continuing detailed planning on the island.
