Helber Hastert and Fee, Planners (HHF) worked with the State of Hawaii, Department of Land and Natural Resources (DLNR) to prepare a HRS 343-compliant Environmental Assessment (EA) in support of rezoning a State-owned 24,407-square foot property in Kapahulu, Oahu, Hawaii from the R-5 Residential District to the B-2 Community Business District. DLNR intends to issue a long-term commercial lease for the property, which is currently used as at-grade parking, to increase revenues for State programs.
Since public land laws require DLNR to offer leases of State-owned lands by public auction, the ultimate use of the property will not be known until the conclusion of the auction process. Because of this uncertainty, the EA was based on the maximum development envelope (structure and required parking) allowed under the B-2 District. A zone change was approved in 2007.
