Design Guidelines & Evaluation Criteria for Memorials

Location: Pearl Harbor Naval Complex, Oahu, Hawaii

Client: Commander, Navy Region Hawaii

With oversight responsibility for all Navy shore support in Hawaii for the fleet, including all facilities and associated cultural and historical resources, Commander, Navy Region Hawaii (CNRH) receives requests for memorials on a continuing basis. Prepared by Helber Hastert & Fee, the Design Guidelines & Evaluation Criteria for Memorials provides CNRH with tools for selecting memorials that will enhance historic properties and the environment and that will be maintained in good condition over time. The document includes an overview of memorial types, purposes, themes, and audiences both in and outside of the Pearl Harbor Naval Complex; complex-wide and site-specific design guidelines and evaluation criteria; and a detailed submittal and review process.

As part of the project scope, Helber Hastert & Fee selected twelve potential memorial sites, located at Main Base, Ford Island, and Pearl City Peninsula. A catalog in the Design Guidelines & Evaluation Criteria for Memorials includes the following information for each potential memorial site: area and site descriptions, aerial and site images, massing studies, quantity, themes, types, orientation, and recommended site enhancements.
