Mr. Mann attended the University of Hawaii at Manoa where he received his Master of Urban and Regional Planning degree in December 2011. He received his Bachelor in Business Administration degree with an emphasis in Marketing from Idaho State University in 2002.
Mr. Mann is currently involved in several large planning projects including a long-range development plan for Leeward Community College, a plan for a new park in Hagatna Guam, and a condition assessment of territorial schools. Prior to earning his Master’s degree, he gained five years of experience working in the highly innovative insurance industry where he progressed rapidly through positions of greater responsibility and succeeded in acquiring skills applicable to his current position as a Planner. Mr. Mann has experience managing and coordinating multi-disciplinary projects requiring the contributions of project managers, information technology specialists, user communities and independent agents in order to achieve stated outcomes.
During his Master’s coursework, Mr. Mann developed skills in site planning, statistical analysis, economic analysis, environmental and land use planning, negotiation and mediation, geographic information systems, land use law, and ocean and coastal law; expertise he now applies as a professional planner.
Mr. Mann is a member of the American Planning Association. He is also an active member of the Land Trust Alliance seeking to promote the use of voluntary, private land conservation to benefit communities as well as the natural environment in which those communities exist.
