Norren Kato joined Helber Hastert & Fee, Planners in 2006. He brings a wealth of experience as a project planner for public and private projects, focusing on environmental, historical, and infrastructure research and analysis for land use, facility, transportation, and housing planning.
For eight years, Mr. Kato worked on Hawaii Island, in both Hilo and Kailua-Kona, as a county planner. His projects included destination resorts, shopping centers, multi-family complexes, private universities, industrial manufacturing, and self-storage facilities. Mr. Kato processed the full range of land use entitlement applications, prepared documentation and recommendations for the consideration of the planning director, and participated in entitlement hearings. Additionally, he researched and authored portions of the County of Hawaii General Plan.
Mr. Kato was born in Honolulu. He received a B.A. in Sociology from the University of Hawaii at Manoa and later completed coursework in the Master of Urban and Regional Planning program. Mr. Kato is a member of the Hawaii Chapter of the American Planning Association.
