The diverse planning and design strengths of HHF’s staff were fully integrated for the Camp Foster Family Housing Area Development Plan (ADP). The team assessed the optimal development strategy for expanded housing requirements at Camp Foster, the Marine Corp headquarters and center for community support on Okinawa. In addition to planning for 900 new housing units within reduced land area at the Camp, a key objective was to ensure an optimal quality of life for active duty personnel and their dependents. The Housing ADP now serves as the official direction and reference for all installation family housing construction and renovation projects.

The HHF team determined site-specific constraints and opportunities for five areas within the Camp, and assessed the development potential of each site through a notional density analysis as well as numerous conceptual layouts. The analysis incorporated input from base residents and concepts from New Urbanism and LEED ND. The ADP features five illustrative Neighborhood Development Plans that depict the most optimum layout, housing unit mix (single and multi-family), circulation and open space networks, and amenities for each site. The Neighborhood Plans are supported with descriptive narrative, rendered 3-D model images, design guidelines, and realistic construction phasing plans.
